I can totally believe they "overlooked" noise. Here in Chicago, the last
Mayor (Daley) did everything imaginable to shut down small clubs and bars
in the city-- changing the zoning and noise ordinances was just one of
their tricks. Once these small businesses moved out, their buildings went
to developers for a song. All for a bit of cash.
