Thanks Gordon.
Basically the government opened a 3 year window between May 2013 and May
2016 where anyone can apply for prior approval under permitted development
rights to "change the use" of any office to residential dwellings. This
policy was rushed though as a way to help find a quick-fix to the shortage
of new housing (and probably so the government can keep an election
promise!) This "prior approval" process can only be turned down due to
issues of:
Land contanimation
Flood risk
Highways impact
It's a massive loophole. I find it unbelievable that they did not include
noise pollution as one of the factors which can be taken into
consideration. It means local councils have to automatically approve these
applications no matter how reasonable and logical the objections unless
they are on the basis of one of the 3 areas listed above. Many live music
venues are suffering across the UK as a result of this as they generally
tend to be in town centres away from houses and flats and near office
buildings which are empty in the evenings and at weekends (exactly when
the noise starts!).
The prior approval for the development of the offices opposite The Fleece
was granted in November but now that the full plans have been submitted we
have the chance to raise objections.
