what's a strop?!

forgive me: i'm american.  what is a 'strop'?

and as far as 'official' aeroplanes are concerned, apart from gerard, and 
possibly, wjotek, i don't suppose there is really such a thing (or the 
obverse is true and, once a 'plane, always a 'plane).  more likely the 
latter.
